MS4 Permit Extension and Renewals
At long last, PA DEP and US EPA have reached agreement on PA's MS4 Permit. The delays have pushed deadlines back 9 months: NOIs are now due September 2012, and the permit deadline is March 16, 2013. Here's what you need to know.

2011 Notice of Nine-Month Extension of NPDES Phase II MS4 General Permit (PAG-13)
PA DEP has administratively extended the expiration of the current NPDES Phase II MS4 general permit (PAG-13) by nine (9) months to midnight, March 15, 2013. The Notice of Extension for PAG-13 was published in the PA Bulletin on September 17, 2011. If you are using PAG-13, you do not need to file an application for the extension at this time. It is anticipated that your coverage has been automatically extended.
2011 Application for an Extension of NPDES Phase II MS4 Individual Permits
If you are using an NPDES Phase II MS4 individual permit, you must either submit an application for a renewal permit or request an extension of your current permit 180 days or more before the expiration of your current permit. Form to Request an Extension of NPDES Phase II MS4 Individual Permit
Notice of Availability of Renewal NPDES Phase II MS4 General Permit (PAG-13)
The FINAL version of the renewal PAG-13 was announced in the September 17, 2011 PA Bulletin. The term of the renewal PAG-13 is from March 16, 2013 and continues for five (5) years to midnight on March 15, 2018.
To renew PAG-13, NOIs must be submitted to DEP no later than September 14, 2012, a minimum of 180 days prior to the expiration date of the current PAG-13, March 15, 2013. Final Version of Renewal PAG-13.
Word is that the Final Version of the MS4 Individual Permit will be published shortly.
